WHEREAS, Resolution 13-R-3269 authorized the creation of the Employee Compensation
Technical Advisory Group ("ECTAG") for the purpose of identifying recommendations to create
a long-term, sustainable employee compensation strategy for the City of Atlanta ("City"); and
WHEREAS, ECTAG has met several times over the past two years to discuss a comprehensive,
sustainable compensation policy for employees that will benefit taxpayers and employees of the
City; and
WHEREAS, employees across the City have experienced salary compression over the past
several years, which is a situation that occurs when there is only a small difference in pay
between employees regardless of their skills or experience; and
WHEREAS, the members of ECTAG recommend that the City identify salary compression
issues as they relate to General non-sworn employees; and
WHEREAS, ECTAG believes that the Department of Human Resources should work with the
unions representing many General employees and affected Departments to identify the most
significant and immediate salary compression concerns among General non-sworn employees in
various Departments across the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
ATLANTA GEORGIA, as follows:
SECTION 1: The Commissioner of Human Resources shall submit a report that is agreed by
the Presidents of the American Federation of State, County, and Municipal Employees
(AFSCME) and the Professional Association of City Employees (PACE) on a way to address
salary compression for general non-sworn employees across the City. This plan should be
submitted to the Clerk of Council as a Communication from the Department of Human
Resources, shall be signed by the three parties, and read by the August 1 7, 2015 meeting of the
Atlanta City Council. This plan will be referred to the Finance/Executive Committee for
consideration.
