A RESOLUTION BY FINANCE/EXECUTIVE COMMITTEE AUTHORIZING THE MAYOR OR HIS DESIGNEE TO ENTER INTO A COOPERATIVE PURCHASING AGREEMENT, TO BE DESIGNATED AS FORMAL CONTRACT NUMBER FC-8560, GENERAL DYNAMICS HIDTA PURSUANT TO SECTION 2-1601 OF THE CITY OF ATLANTA CODE OF ORDINACES, UTILIZING GENERAL SERVICES ADMINISTRATION (“GSA”) CONTRACT GS-35F-080CA, BETWEEN THE UNITED STATES GOVERNMENT AND GENERAL DYNAMICS INFORMATION TECHNOLOGY, INC., (“AGREEMENT”), WITH A TERM OF ONE YEAR, FOR THE PURCHASE OF COMPUTER TECHNOLOGY PRODUCTS AND SERVICES TO SUPPORT THE ATLANTA HIGH INTENSITY DRUG TRAFFICKING AREA TASK FORCE (“HIDTA”), ON BEHALF OF THE DEPARTMENT OF POLICE (“DEPARTMENT”), IN AN AMOUNT NOT TO EXCEED TWO HUNDRED THIRTY-THREE THOUSAND, SIX HUNDRED TWENTY-FIVE DOLLARS AND SIXTY CENTS ($233,625.60), WITH ALL COSTS CHARGED TO AND PAID FROM 2501 (INTERGOVERNMENTAL GRANT FUND); 240101 (APD CHIEF OF POLICE); 5212001 (CONSULTING AND PROFESSIONAL SERVICES); 1320000 (CHIEF EXECUTIVE); 212012 (2015 HIDTA); 32255 (HIGH INTENSITY DRUG TRAFFIC AREAS 2015 GRANT); AND FOR OTHER PURPOSES.

WHEREAS, as per Resolution 05-R-0680, the Atlanta Police Department (“Department”) acts as the fiduciary of the Atlanta High Intensity Drug Trafficking Area Task-Force (“HIDTA”); to disburse payments for task force expenses that are completely federally funded, and with no matching funds; and

 

WHEREAS, the Chief of Police has determined the Atlanta High Intensity Drug Trafficking Area (“HIDTA”) Task-Force has an ongoing need for computer technology products and services to support their investigation of illegal drug activities that affect the City of Atlanta (“City”); and

 

WHEREAS, annually the City Council of Atlanta approves grant and grant accounts provided by the White House Office of National Drug Control Policy (“ONDCP”) to HIDTA, with no matching funds, sufficient to pay for the desired computer technology purchases; and

 

WHEREAS, General Services Administration (“GSA”) of the United States Government competitively procured contract GS-35F-080CA with General Dynamics, Information Technology, Inc. for the purchase of computer technology products and services, in a manner consistent with Division 4 of the City’s Procurement Code, and, the cost of the goods and/or services are comparable; and

 

WHEREAS, the Chief of Police has identified GSA contract GS-35F-080CA between the United States Government and General Dynamics, Information Technology, Inc., as a source for a cooperative purchase of computer technology products and services suitable to support the Atlanta High Intensity Drug Trafficking Area (“HIDTA”) Task-Force’s investigation of illegal drug activities that affect the City of Atlanta; and other purposes; and

 

WHEREAS, pursuant to section 2-1602 of the City’s Procurement and Real Estate Code of Ordinances, the Chief Procurement Officer may participate in a cooperative purchasing agreement for the procurement of supplies, services or construction; and

 

WHEREAS, the Chief of Police and the Chief Procurement Officer recommend the entering into a cooperative purchasing agreement to be designated as FC-8560, General Dynamics Information Technology, Inc. pursuant to section 2-1602 of the City’s Procurement and Real Estate Code of Ordinances, utilizing GSA contract number GS-35F-080CA between the United States General Services Administration (“GSA”) and General Dynamics Information Technology, Inc., with a term of one year, for the purchase of computer technology products and services for the Atlanta High Intensity Drug Trafficking Area task-force (“HIDTA”), on behalf of the Atlanta Police Department (“Department”), in an amount not to exceed two hundred thirty-three thousand, six hundred twenty-five dollars and sixty cents ($233,625.60), all costs to be charged to and paid by 2501 (Intergovernmental Grant Fund); 240101 (General Ledger Department: APD Chief of Police; 5212001 (Expense Account: Consulting/Professional Services); 1320000 (Function Activity Number: Chief Executive); 212012 (2015 HIDTA); 32255 (High Intensity Drug Traffic Areas 2015 Grant). 

 

THE COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY RESOLVES that the Mayor, or his designee, be and is hereby authorized, pursuant to 2-1602 of the City of Atlanta Code of Ordinances, to enter into a cooperative purchasing agreement to be designated as FC-8560, pursuant to section 2-1602 of the City’s Procurement and Real Estate Code of Ordinances, utilizing GSA contract number GS-35F-080CA between the United States Government and General Dynamics Information Technology, Inc., for the purchase of computer technology products and services for the Atlanta High Intensity Drug Trafficking Area task-force (“HIDTA”), on behalf of the Atlanta Police Department (“Department”), in an amount not to exceed two hundred thirty-three thousand, six hundred twenty-five dollars and sixty cents ($233,625.60).

 

BE IT FURTHER RESOLVED, that the term of agreement FC-8560 shall be for one year.

 

BE IT FURTHER RESOLVED, all costs shall be charged to and paid from 2501 (Intergovernmental Grant Fund); 240101 (General Ledger Department: APD Chief of Police; 5212001 (Expense Account: Consulting/Professional Services); 1320000 (Function Activity Number: Chief Executive); 212012 (2015 HIDTA); 32255 (High Intensity Drug Traffic Areas 2015 Grant). 

 

BE IT FURTHER RESOLVED, that the Chief Procurement Officer is directed to prepare an appropriate purchase order. 

 

BE IT FINALLY RESOLVED, that the purchase order will not become binding upon the City and the City shall incur no obligation or liability until it has been approved by the Chief Procurement Officer.
