WHEREAS, The Path Foundation is working with the City of Atlanta, the Georgia Institute of Technology, and other stakeholders to improve pedestrian and bicycle connectivity between West Midtown, Georgia Tech, and downtown Atlanta along the Tech Parkway and Northside Drive Corridors;
WHEREAS, this project will improve pedestrian and bicycle connectivity by repurposing underutilized Tech Parkway lanes;
WHEREAS, traffic volume and speed along Northside Drive makes it necessary to implement traffic control measures for safe crossing of Northside Drive; and
WHEREAS, a traffic study by a professional engineering firm recommends installation of a pedestrian/bicycle actuated signal on Northside Drive (State Route 3/US Route 41); and
WHEREAS, the City of Atlanta and Georgia Department of Transportation staff reviewed the study and concur with the findings and recommendations of the study; and
WHEREAS, the proposed the pedestrian/bicycle signal will be funded by The Path Foundation and other stakeholders so that City of Atlanta and GDOT will incur no cost other than reviewing and approving the project; and
WHEREAS, The Path Foundation has agreed to fund and manage the installation of the signal and the City will not incur installation cost other than agreeing to maintain it just like it maintains any other signal in its inventory.
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA
HEREBY ORDAINS, AS FOLLOWS:
Section 1: The Mayor or his designee is authorized to allow for the installation of a pedestrian/bicycle signal on Northside Drive (State Route3/US Route 41) at Hampton Street, N.W. upon approval by the Georgia Department of Transportation.
Section 2: The Path Foundation shall be responsible for all cost of the signal and the City of Atlanta shall incur no design and installation cost.
Section 3: That this ordinance shall become effective upon its approval by the City Council, signature by the Mayor or by operation of law.
