WHEREAS, the GRO1000 Gardens and Green Spaces Grant Awards Program provides grant monies for cities across the United States, Canada and Europe to bring gardens and green spaces to communities by expanding its community garden strategy to recognize leadership and innovative solutions and to identify model green space initiatives and best practices for green space development ("Grant"); and
WHEREAS, the City of Atlanta ("City") is committed to providing opportunities to create a more sustainable city; and
WHEREAS, the Mayor's Office of Sustainability will work with Covenant House Georgia, a non-profit organization dedicated to addressing homelessness and poverty for Atlanta's youth population, to create a greenhouse project for vegetable and fruit seedlings for area community gardens and urban agriculture projects that will help address access to healthy, local foods within the City ("Project"); and
WHEREAS, the Project will include expansion of green space and edible gardens within the Eco District, an area that encompasses the Atlanta University Center and Vine City; and
WHEREAS, the Project seeks to achieve multiple outcomes including a model for access to seedlings and starts for area urban agriculture projects, a complete project plan including a business plan for sustainable growth and long term success of the Project, sustainable urban agriculture efforts within the Eco-District, ongoing volunteer opportunities for youth within the Eco-District and Covenant House Georgia, and measurable successes with Covenant House Georgia in addressing poverty and homelessness of the City's youth population; and
WHEREAS, the Mayor's Office of Sustainability inadvertently applied for the Grant from Scott's Miracle-Gro Company on December 7, 2015 before legislation authorizing the application was adopted by City Council and approved by the Mayor; and
WHEREAS, the City was awarded the Grant in the amount of Forty Thousand Dollars and Zero Cents ($40,000.00) to implement the Program, Twenty-Five Thousand Dollars and Zero Cents ($25,000.00) of monies ("Grant Funds") and Fifteen Thousand Dollars and Zero Cents ($15,000.00) of Scotts Miracle Oro Company products; and
WHEREAS, the Mayor's Office of Sustainability recommends authorizing the Grant application with an effective date of December 7, 2015; and
WHEREAS, it is desirable and in the best interests of the City to participate in the Program, apply for the Grant, accept the Fifteen Thousand Dollars and Zero Cents ($15,000.00) of Scotts Miracle-Gro Company products, and to anticipate and appropriate the Grant Funds associated with the Program in the amount of Twenty-Five Thousand Dollars and Zero Cents ($25,000.00).
THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY ORDAINS as follows:
SECTION 1: That the application for the Grant submitted by the Mayor's Office of Sustainability on
December 7, 2015 is ratified and made effective.
SECTION 2: That the Mayor, or his designee, is authorized to enter into any required agreements for
Project participation and Grant implementation with Covenant House Georgia and the GR01000
Gardens and Green Spaces Grant Awards Program; and
SECTION 3: Section 2-910 of Division 1 of Article IX of Chapter 2 of the City of Atlanta Code of
Ordinances is hereby waived to the extent applicable to meet the intent and purpose of this ordinance.
SECTION 4: That the Mayor's Office of Sustainability is authorized to accept the Grant Funds and the Fifteen Thousand Dollars and Zero Cents ($15,000.00) of Scotts Miracle-Gro Company products provided as part of the Grant.
SECTION 5: That the Chief Financial Officer is authorized to amend the FY 2016 Intergovernmental
Grant Fund (2051) Budget as follows:
