A RESOLUTION BY COUNCILMEMBERS MICHAEL JULIAN BOND AND IVORY YOUNG, JR., TO AMEND 16-R-3004, WHICH ESTABLISHED THE WASHINGTON PARK LOCAL HISTORIC DISTRICT PLANNING COMMISSION, FOR THE PURPOSE OF ADDING ADDITIONAL MEMBERS TO THE COMMISSION; AND FOR OTHER PURPOSES.

WHEREAS, Resolution 16-R-3004, adopted by the Atlanta City Council on January 19, 2016, and approved as per City Charter Section 2-304 on January 28, 2016; and

 

WHEREAS, the Washington Park Neighborhood ("Washington Park") is a historically black neighborhood in northwest Atlanta encompassing historic residential, commercial, and community landmark buildings; and

 

WHEREAS, Washington Park was developed from four separate subdivision plats, one of which created the City' first planned African-American Neighborhood, and is on the National Register of Historical Places as an excellent example of a 20th Century African-American Neighborhood with architectural styles that include Colonial Revival, English Vernacular, and Craftsman, which is the style most widely represented; and

 

WHEREAS, residents of Washington Park have expressed the desire to have their neighborhood nominated as a locally designated Historic District for the purpose of designating and zoning all properties lying within the proposed boundaries of said district to the Overlay Zoning category of a Historic District to retain and protect the overall character of the neighborhood; and

 

WHEREAS, the Atlanta City Council desires to amend Resolution 16-R-3004, establishing the Washington Park Local Historic District Planning Commission for the purposes of increasing the composition of the Commission to include volunteers wishing to serve on the Commission.

 

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ATLANTA, GEORGIA, the Washington Park Local Historic District Planning Commission is hereby amended to modify the composition of the Commission.

 

BE IT FURTHER RESOLVED, that the Planning Commission shall now consist of Sixteen

(16) individuals, appointed as follows (new language in bold):

 

 

 

              Two (2) members shall be appointed by the Conservancy at Historic Washington Park;

                            Two(2) members shall be appointed by the Washington Park Community Club and; Neighborhood Association; and

              One (1) member shall be appointed by the Washington High School Booster Club; and

              One (1) member shall be appointed by NPU-K

              Mrs. Joyce Jones

              Ms. Susan Coleman

              Mr. Reginald Starr

              Mrs. Elaine W. Philips Jackson

 

In addition, the following shall be non-voting members and will provide technical assistance to the Planning Commission:

 

 

              The Chief Financial Officer, or his designee;

              The Commissioner of the Department of Parks and Recreation, or her designee;

              The Director of the Office of Planning, or her designee; and

              The Executive Director of the Urban Design Commission

 

 

 

BE IT FINALLY RESOLVED, that the Planning Commission shall sunset Two (2) years from the date of its first meeting or when the Washington Park Neighborhood receives its designation as a local Historic District, whichever comes first.
