A RESOLUTION BY COUNCILMEMBER KWANZA HALL AS SUBSTITUTED BY THE ATLANTA CITY COUNCIL AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT FC-
8863, SUMMER FOOD PROGRAM WITH ATLANTA PUBLIC SCHOOLS AND SODEXO, INC., ON BEHALF OF THE MAYOR'S OFFICE OF HUMAN SERVICES, IN AN AMOUNT NOT TO EXCEED FIVE HUNDRED FIFTY THOUSAND DOLLARS AND ZERO CENTS ($550,000.00); ALL CONTRACTED WORK TO BE CHARGED TO AND PAID FROM THE FUND, DEPARTMENT ORGANIZATION AND ACCOUNT NUMBERS SET FORTH HEREIN; AND FOR OTHER PURPOSES.

Body

WHEREAS, the United States Department of Agriculture's Summer Food Service Program was designed to provide children in  low-income neighborhoods with nutritious meals during  the summer vacation, when they no longer receive school breakfasts or lunches; and

 

WHEREAS, the program is administered through Bright from the Start, an agency of the State of Georgia Department of Early Care and Learning ("DECAL"); and

 

WHEREAS, the City of Atlanta has operated the Summer Food Service Program as a program of the Mayor's Office of Human Services since 1975; and

 

WHEREAS, each year, the City of Atlanta Summer Food Service Program provides free meals to children participating in the summer programs that are sponsored by qualifying non-profit and for-profit organizations; and

 

WHEREAS,  the 2016 City of Atlanta Summer Food Service Program is expected to provide approximately  122,405 breakfast  meals  and  133,784 lunches  to children  in low-income communities at sixty-one (61) sites in the City of Atlanta from June 6, 2016 to July 29, 2016; and

 

WHEREAS, the Mayor's Office of Human Services has applied for and has been awarded a reimbursement grant from the State of Georgia's Bright From the Start DECAL for the 2016

Summer Food Service Program; and

 

WHEREAS, the City anticipates receiving reimbursement for the 2016 Summer Food Service

Program, inclusive of food, supplies and administrative costs; and

 

WHEREAS,  the terms of the grant strongly encourage sponsors to obtain meal service from an approved local School Food Authority ("SFA"); and

 

WHEREAS, Atlanta Public Schools ("APS") is an approved local SFA; and

 

WHEREAS, APS provides meals prepared by SODEXO using APS facilities, pursuant to a competitively procured contract; and

 

 

WHEREREAS, the City of Atlanta ("City") wishes to engage APS/SODEXO to prepare the meals will be provided to children participating in the Summer Food Service Program; and

 

WHEREAS, pursuant to Atlanta City Code Section 2-1191.1, the Chief Procurement Officer has authorized a special procurement for FC-8863, Summer Food Program with APS/SODEXO;

 

 

WHEREAS, the Chief of Staff of the Office of the Mayor and the Chief Procurement Officer of the Department of Procurement have recommended that the contract for FC-8863, Summer Food Program, be entered into with APS/SODEXO in an amount not to exceed Five Hundred Fifty Thousand Dollars and zero cents ($550,000.00); and

 

WHEREAS, the term of the agreement shall be for one (1) year with two (2) one-year renewal options;

 

THE CITY COUNCIL OF  THE CITY OF ATLANTA, GEORGIA, HEREBY RESOLVES, that the Mayor is hereby authorized to enter into an appropriate contractual agreement with APS/SODEXO for FC-8863, Summer Food Program, on behalf of the Mayor's Office of Human Services, in an amount not to exceed, to be charged to and paid from the following   Fund, Department Organization and Account numbers: 2501 (Intergovernmental Grant Fund) 5239003 (Grants Sub-recipient Payments) 42339 (Summer Food Service Program 212496   (SFSP)   040208  (Executive   Director   of  Human   Services)  5410000   (Welfare Administration) COA City of Atlanta.

 

BE IT FURTHER RESOLVED, that the term of the agreement shall be for one (1) year with two (2) one-year renewal options;

 

BE IT FURTHER RESOLVED, that the City Attorney be and is hereby directed to prepare the appropriate contractual agreements for execution by the Mayor.

 

BE IT FINALLY RESOLVED, that said contractual agreement shall not become binding upon the City, and the City shall incur no liability upon the same until such contract is approved by the City Attorney as to form, executed by the Mayor, attested to by the Municipal Clerk, and delivered to the contracting parties.

It was Seconded by Councilmember Martin and the Motion CARRIED by a roll call vote of 14 yeas; 0 nays. The Substitute was before Council. Following, Mr. Dickens made a Motion to Adopt on Substitute both resolutions. It was Seconded by Councilmember Wan and CARRIED by a roll call vote of 14 yeas; 0 nays.
