A RESOLUTION BY COUNCILMEMBER HOWARD SHOOK AUTHORIZING THE MAYOR OR HIS DESIGNEE, ON BEHALF OF THE CITY OF ATLANTA TO APPLY FOR AND ACCEPT A GEORGIA RECREATIONAL TRAILS GRANT FROM THE DEPARTMENT OF NATURAL RESOURCES FOR THE PURPOSE OF PROVIDING THE CONNECTIONS REQUIRED TO
COMPLETE THE INTERNAL BLUEWAY TRAIL FOR THE CITY OF ATLANTA'S BLUE HERON NATURE PRESERVE LOCATED AT 4055 ROSWELL ROAD; AND AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ATLANTA TO ENTER INTO ANY REQUIRED AGREEMENTS FOR PROJECT PARTICIPATION AND IMPLEMENTATION; AND FOR OTHER PURPOSES.

Body

WHEREAS, the Recreational Trails Program ("RTP"), first authorized by the U.S. Congress in

1991 and most recently in the Highway and Transportation Funding Act of2014, is purposed to provide and maintain recreational trails and trail-related facilities; and

 

WHEREAS, the City has a growing network of off-street trails that provide residents active recreation and commute options; and

 

WHEREAS, the Blue Heron Nature Preserve is a combination of four pieces of land along and around Nancy Creek that provide for the preservation and restoration of local greenspace, wetland habitats, stream bank and corridors along in Nancy Creek.; and

 

WHEREAS, the purpose is to provide connections that are required to complete the Internal Blueway Trail for the City of Atlanta's Blue Heron Nature Preserve located at 4055 Roswell Road; and

 

WHEREAS, the Georgia Recreational Trails provides local grants to maintain trails and trail­related facilities and the application process requires authorization of the governing body; and

 

WHEREAS, it is desirable and in the best interests of the City to apply for the Georgia Recreational Trails Grant ("Grant") under the RTP.

 

THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY RESOLVES, that the Mayor, or his designee, is authorized to apply for and accept the Georgia Recreational Trails Grant ("Grant").

 

BE IT FURTHER RESOLVED, that the Mayor or his designee is authorized to enter into any required agreements for participation and implementation of the Recreational Trails Program and the Grant.

 

BE IT FINALLY RESOLVED, that this application and any agreement will not become binding on the City and the City will incur no liability or obligation under it until it has been approved by the City Attorney as to form, executed by the Mayor, attested to by the Municipal Clerk, and delivered to the Department of Natural Resources.
