A SUBSTITUTE RESOLUTION BY COMMUNITY DEVELOPMENT/HUMAN SERVICES COMMITTEE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT AGREEMENT WITH BIOHABITATS FOR FC-8875, FOR THE PURPOSE OF PROVIDING PROFESSIONAL SERVICES IN DEVELOPING AN URBAN ECOLOGY FRAMEWORK, ON BEHALF OF THE DEPARTMENT OF PLANNING AND COMMUNITY DEVELOPMENT, IN AN AMOUNT NOT TO EXCEED ONE MILLION TWO-HUNDRED EIGHT THOUSAND THREE HUNDRED DOLLARS ($1,208,300); ALL CONTRACTED WORK SHALL BE CHARGED TO AND PAID FROM FUND, ACCOUNT, AND CENTER NUMBERS LISTED HEREIN; AND FOR OTHER PURPOSES.

WHEREAS, in 2009 the City of Atlanta ("City") adopted the Atlanta's Project Greenspace Plan

as the official Greenspace Plan for the City, and incorporated into the City's Comprehensive Development Plan; and

 

WHEREAS, the Atlanta's  Project Greenspace  Plan offers a guide for the protection of environmentally sensitive lands, water quality, air quality and Atlanta's tree canopy coverage; and

 

WHEREAS, the City's Plan has not been updated in 7 years; and

 

WHEREAS, the population of the City of Atlanta over the last four years has been increasing at a rate more rapidly that it has in the past'several decades; and

 

WHEREAS, the City of Atlanta's Department of Planning and Community Development is launching the development of Atlanta City Design. Atlanta City Design will outline a concise but effective interpretation of our intentions and principles for future growth. It will offer a beginning frame of reference to guide policy and implementation decisions; and

 

WHEREAS, the Atlanta City Design principles will guide the details of future scenarios and choices that will be developed through our customary Planning documents. For example, the Nature and Access principles will be the basis of our upcoming Transportation Plan Update and an Urban Ecology Framework; and

 

WHEREAS, a resultant Urban Ecology Framework ("UEF") will update the Atlanta's Project Greenspace Plan by developing an overall vision for a comprehensive and interconnected system of functional green spaces; and

 

WHEREAS, the UEF will evaluate and inventory the City's natural environs, including rivers and creeks, forest and tree canopy, ridges and watersheds, public and private green spaces, and other features that encompass and define the City's existing landscape; and

 

WHEREAS, the UEF will allow the City to make informed decisions about areas in need of tree planting and maintenance, and will determine what aspects of nature should be preserved, restored, and accentuated by the public realm; and

 

WHEREAS, the technical results from the UEF will guide an update to the City’s Tree Protection Ordinance; and

 

WHEREAS, the City solicited Request for Proposals from qualified consultants for FC-8875,

for the purpose of providing professional services in developing the UEF; and

 

WHEREAS, Biohabitats, Inc. was found to be the most responsive to FC-8875 and the funds are available in the following Fund Account and Center Numbers:

 

THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA HEREBY ORDAINS Section 1: That the Mayor be and is hereby authorized to execute a contract Agreement with

Biohabitats, Inc. for FC-8875 for the purpose of providing professional services in developing an

Urban Ecology Framework in an amount not to exceed One Million Two-Hundred  Eight Thousand Three Hundred Dollars ($1,208,300).

 

Section 2: That all contracted work shall be charged to and paid from Fund, Department Organization and Account numbers:

 

 

Section 3: All ordinances and resolutions in conflict herewith are hereby waived for purposes of this Ordinance only, and only to the extent of said conflict.
