EXECUTE A CONTRACTUAL AGREEMENT, ON BEHALF OF THE DEPARTMENT OF PUBLIC WORKS, WITH PRATT RECYCLING,
INC. FOR FC-9383, SPECIAL PROCUREMENT FOR RECYCLABLES PROCESSING SERVICES, A REVENUE GENERATING
CONTRACT PURSUANT TO 2-
1191.1 OF THE CITY OF ATLANTA CODE OF ORDINANCES; ALL FUNDS GENERATED UNDER THIS CONTRACT TO BE
DEPOSITED IN THE ACCOUNT NUMBERS LISTED HEREIN; AND FOR OTHER PURPOSES.

WHEREAS, the Department of Public Works ("DPW") seeks to continue to offer residential recycling in an effort to achieve the Mayor's goal of Zero Waste by the year 2020; and

 

WHEREAS, DPW was unsuccessful in its attempt to award FC-8372, Recyclable Processing Services, due to a shift in the industry's ability to economically process glass, resulting in the cancellation of the procurement; and

 

WHEREAS, due to the unique circumstances and time constraints, DPW solicited proposals for the collection and processing of the City's single stream recyclables; and

 

WHEREAS, the Chief Procurement Officer has determined that Pratt Recycling Inc., was the most responsive and responsible vendor submitting quotes for FC-9383, Special Procurement for Recyclables Processing Services as a Special Procurement ("Contract") as defined in Atlanta City Code Article X, Division 4, Section 2-11911; and

 

WHEREAS, the Contract will entail the processing of single-stream recyclables collected and delivered to the processing facility by the City for various end users for reuse; and

 

WHEREAS, this is a revenue generating contract that will pay the City $2.56 per ton for processed recyclable materials; and

 

WHEREAS, the Commissioner of the Department of Public Works and the Chief Procurement Officer recommend that FC-9383, Special Procurement for Recycling Processing Services, be awarded to Pratt Recycling Division for a period of six (6) months.

 

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA HEREBY RESOLVES, that the Mayor or his designee is authorized to execute a Special Procurement Contract for FC-9383, a revenue generating contract, with Pratt Recycling Inc., for Recyclables Processing Services for a period of six (6) months.

 

 

BE IT FURTHER RESOLVED that all funds generated under this Contract shall be deposited into the following Fund, Department, Organization, Account and Function/Activity numbers:

5401  (Solid  Waste  Services Revenue  Fund)  000002 (Default  Revenue  Department) 3499003 (Recycling, Paper) 0000000 (Default I Balance Sheet)

 

BE IT FURTHER RESOLVED that the Chief Procurement Officer or her designee, in consultation with the City Attorney, is hereby directed to prepare an appropriate agreement for execution by the Mayor or his designee.

 

BE IT FINALLY RESOLVED that the Contract will not become binding on the City and the City will incur no obligation or liability thereunder until it has been approved as to form by the City Attorney, executed by the Mayor, attested to by the Municipal Clerk and delivered to Pratt Recycling, Inc.
