A RESOLUTION BY COUNCILMEMBER DUSTIN HILLIS AS AMENDED BY PUBLIC SAFETY AND LEGAL ADMINISTRATION COMMITTEE AUTHORIZING THE RE-EMPLOYMENT OF CITY OF ATLANTA POLICE DEPARTMENT COMMUNICATION DISPATCHER RETIREES TRACEY GRAHAM, OSSIE FRYER, STANLEY CREECH, PAMELA MCNEILL, AND KELLY DENTON-JENKINS FOR HOURLY COMPENSATION NOT TO EXCEED EIGHTEEN DOLLARS ($18.00) AND TOTAL AMOUNT DURING THE EVENT NOT TO EXCEED THIRTY-FIVE THOUSAND DOLLARS ($35,000) PURSUANT TO SECTION 3-505(c) OF THE CHARTER OF THE CITY OF ATLANTA; AND FOR OTHER PURPOSES.

Body

WHEREAS, on February 3, 2019, the City of Atlanta and Mercedes Benz Stadium “(MBS)” will host the NFL Super Bowl LIII (SB53), which is expected to bring over 1 million people into the Downtown Area and;

 

WHEREAS, retired police communication dispatchers Tracey Graham, Ossie Fryer, Stanley Creech, Pamela McNeill and Kelly Denton-Jenkins all retired from the City of Atlanta in good standing; and

 

WHEREAS, the Police Department desires to re-employ the retired communications dispatchers; and

 

WHEREAS, the Police Department desires to utilize the retired communication dispatchers during the period leading up to and directly following SB53, between January 14, 2019 and February 11, 2019; and

 

WHEREAS, the hourly rate of pay for each employee shall be set at eighteen dollars ($18.00) with each employee’s total compensation for the term of the event not to exceed thirty-five thousand dollars ($35,000); and

 

WHEREAS, Section 3-505(c) of the Charter of the City of Atlanta authorized the re-employment of a retiree for a single period of time, or any several periods of time, which shall not exceed 520 business days, whether continuously or in separate days of employment, for the purpose of availing the City of Atlanta some particularized skill possessed by said retiree; and

 

WHEREAS, where the particularized services required by the City are not amenable to an independent contractor agreement with a retiree, the City of Atlanta may reemploy a retiree for single or concurrent multiple reemployment periods not to exceed 120 business days without reauthorization by city council. 

 

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL CITY OF ATLANTA, GEORGIA, that the City is authorized to employ Tracey Graham, Ossie Fryer, Stanley Creech, Pamela McNeill and Kelly Denton-Jenkins in the Police Department as police communication dispatchers in an extra-help capacity without benefits, for a period not to exceed one hundred twenty (120) days, and for an hourly compensation not to exceed eighteen dollars $18.00 and total amount not to exceed thirty-five thousand dollars $35,000 as authorized pursuant to Section 3-505(c) of the City of Charter.

 

BE IT FURTHER RESOLVED, that compensation will be charged to and paid from the following account numbers: 2151 (E-911) 240207 (APD E-911) 5111001 (SALARIES, REGULAR) 3800000 (E-911).

 

BE IT FINALLY RESOLVED, that all resolutions and parts of resolutions in conflict herewith are hereby repealed for the purposes of this resolution only, and only to the extent of the conflict.
