AN AMENDED ORDINANCE BY FINANCE/EXECUTIVE COMMITTEE AMENDING THE FY2019 (INTERGOVERNMENTAL GRANT FUND) BUDGET, DEPARTMENT OF THE EXECUTIVE OFFICES, BY ADDING TO ANTICIPATIONS AND APPROPRIATIONS IN THE AMOUNT OF TWO HUNDRED THOUSAND DOLLARS AND ZERO CENTS ($200,000.00) FROM ATLANTA AFFORDABLE HOUSING FOR THE FUTURE, INC., FOR THE PURPOSE OF FUNDING THE CITY OF ATLANTA’S CHIEF HOUSING OFFICER POSITION; AND FOR OTHER PURPOSES.

WHEREAS, Atlanta Affordable Housing for the Future, Inc. (AAHFI) is a Georgia not-for-profit corporation created at the direction of The Housing of the City of Atlanta, Georgia Board of Commissioners to foster housing opportunities for low income families, promote and facilitate community and neighborhood revitalization within the City of Atlanta, Georgia; and

 

WHEREAS, on October 17, 2018 the Mayor announced the appointment of the City’s first Chief Housing Officer; and

 

WHEREAS, ensuring that all Atlanta families have access to quality, safe housing that they can afford is one of the highest priorities of the Mayor; and

 

WHEREAS, the mayor has appointed Terri Lee as Chief Housing Officer for the City; and

 

WHEREAS, the primary responsibilities of the new Chief Housing Officer include establishing policies and goals for the city’s affordable housing strategy; coordinating with public-private agencies to identify key investment opportunities; communicating with the community in order to fully understand housing needs; and ensuring bold thinking, collaboration and accountability across city agencies as the challenge of affordable housing is addressed ; and

 

WHEREAS, the Kendeda Fund (Kendeda) has agreed to fund the Chief Housing Officer position; and

 

WHEREAS, the Kendeda contribution must be made to a non-profit organization to administer the funds and Kendeda will contribute $200,000.00 to AAHFI for the purpose of funding the Chief Housing Officer position; and

 

WHEREAS, AAHFI has agreed to administer the funds on behalf of the City and reimburse the City for the cost of the position in a single annual disbursement.

 

THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY ORDAINS as follows:

 

Section 1: That the FY2019 (Intergovernmental Grant Fund) Budget, Department of Executive Offices, be and is hereby amended as follows:

Section 2: That no grant agreement will become binding upon the City and the City will incur no obligation or liability under it, until it has been approved by the City Attorney as to form, execute by the Mayor, attested to by the Municipal Clerk, and delivered to AAHFI.

 

Section 3: That all ordinances and parts of ordinances in conflict herewith are hereby waived for purposes of this ordinance only, and only to the extent of the conflict.
