A SUBSTITUTE ORDINANCE BY CITY UTILITIES COMMITTEE AUTHORIZING THE CHIEF FINANCIAL OFFICER TO AMEND THE FY 2020 WATER AND WASTEWATER RENEWAL AND EXTENSION FUND (5052) BUDGET IN THE AMOUNT OF THREE MILLION, SIX HUNDRED FIFTY-SIX THOUSAND, EIGHT HUNDRED SIX DOLLARS AND THIRTY-EIGHT CENTS ($3,656,806.38) TO TRANSFER FUNDS FROM THE CAPITAL PROJECT RESERVE FOR APPROPRIATIONS AND ADD FUNDS TO THE UPPER PROCTOR CREEK SEWER CAPACITY RELIEF PROJECT; AND FOR OTHER PURPOSES.

WHEREAS, the City of Atlanta owns and operates a water and wastewater system;

 

WHEREAS, the City of Atlanta, Department of Watershed Management has identified, in connection with the Capital Improvement Program, the need to fund certain costs from the Watershed Reserve for Appropriations;

 

WHEREAS, the Upper Proctor Creek Sewer Capacity Relief project will provide a storm water detention/retention facility consisting of a pond, water features, storm drain pipelines, sidewalks and roadway improvements. The pond will be located between Joseph E. Boone Boulevard, Walnut Street, Thurmond Street, and Elm Street;

 

WHEREAS, funding is needed to address unforeseen unsuitable soils in two areas of the site and to resolve design issues with the raising of Walnut Street curve elevation between Joseph E Boone Boulevard, Cook Park and the outlet control system cistern; and

 

WHEREAS, these funds should be transferred from the Capital Project Reserve for Appropriations to facilitate the use of the funds for the Upper Proctor Creek Sewer Capacity Relief project.

 

THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, HEREBY ORDAINS as follows:

 

Section 1:   That the Chief Financial Officer is authorized to amend the FY 2020 Water and Wastewater Renewal and Extension Fund (5052) Budget as follows:
