AN ORDINANCE BY CITY UTILITIES COMMITTEE TO AMEND VARIOUS SECTIONS OF CHAPTER 154 OF THE CITY OF ATLANTA CODE OF ORDINANCES FOR THE PURPOSE OF AMENDING THE FUNCTIONS AND DUTIES WITHIN THE OPERATING OFFICES OF THE DEPARTMENT OF WATERSHED MANAGEMENT; AND FOR OTHER PURPOSES.

WHEREAS, Article 1 of Chapter 154 of the City of Atlanta Code of Ordinances (“Code”) sets out the qualifications, functions and general duties of the respective operating offices of the Department of Watershed Management (“Department”), which includes the office of the commissioner of watershed management and the office of financial administration;

WHEREAS, it is recognized that the priorities, demands and needs of the Department may change over time, necessitating the need to change the functions and duties of the Department’s operating offices, which will promote future efficiencies, cost savings, improved customer service and improved operations with the Department; and

WHEREAS, the Commissioner of the Department of Watershed Management recommends that the following sections of the Code be amended in order to amend the functions and duties of the operating offices within the Department.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA HEREBY ORDAINS as follows:

SECTION 1:  Section 154-6 of the City Code of Ordinances is hereby amended as follows (with new language underlined):

“Section 154-6. - Functions and duties of the office of customer care and billing services.

The functions and duties of the office of customer care and billing services shall include:

(1)              Customer relations;

(2)              Billing; and

(3)              Maintaining, operating and repairing large and small meters.”

 

SECTION 2:  Section 154-7 of the City Code of Ordinances is hereby amended as follows (with new language underlined):

“Section 154-7. - Functions and duties of the office of the office of the commissioner of watershed management.

The functions and duties of the office of the commissioner of watershed management shall include:

(1)              Safety, security and emergency management;

(2)              Human resources support services;

(3)              Communications and Community Relations;

(4)              Strategic planning;

(5)              Performance and accountability;

(6)              Information technology support services;

(7)              Management of central warehouse and fleet;

(8)              Management and maintenance of buildings and grounds;

(9)              Policy and intergovernmental affairs;

(10)              Central document control;

(11)              Consent decree and consent order compliance and management.; and

(12)              Procurement planning services.

 

SECTION 3:  Section 154-8 of the City Code of Ordinances is hereby amended as follows (with deleted language struck out and new language underlined):

“Section 154-8. - Functions and duties of the office of financial administration.

The functions and duties of the office of financial administration shall include:

(1)              Financial planning, analysis, budgeting and reporting;

(2)              Revenue operations and management;

(3)              Customer collections;

(4)              Accounting services;

(5)              Payroll;

(6)              Capital financial management and auditing;

(7)              Financial administration and accounts payable; and

(8)              Fixed asset and inventory management.; and

(9)              Procurement planning services.”

 

SECTION 4:  This Ordinance shall be effective upon approval.

 

SECTION 5:  All ordinances in conflict with this ordinance are hereby waived to the extent of the conflict.
