WHEREAS, Atlanta is the capital and most populous city of the state of Georgia and is a diverse community within an estimated 2016 population of 472,522 and employment in excess of 432,322 individuals; and
WHEREAS, the Atlanta Zoning Ordinance was first adopted in 1973, with the current structure adopted and approved in a major revision in 1976, culminating with another organizational revision in 1982; and
WHEREAS, the current Atlanta Zoning Ordinance makes it difficult to achieve the objectives of the Atlanta City Design, the Comprehensive Development Plan, and the City’s economic development, urban design, and historic preservation goals; and
WHEREAS, the Zoning Ordinance Rewrite/Update will streamline procedures, reduce obstacles to achieving the development goals of the City, enhance utility and user-friendliness, encourage appropriate public input into the development review process, consolidate and simplify zones and uses, and incentivize development at targeted growth locations; and
WHEREAS, the objectives of the update/rewrite of the City of Atlanta Zoning Ordinance are to (1) obtain a user-friendly zoning code with maps; (2) implement an interactive zoning code system that guides citizens through the code and its processes; (3) prepare design pattern books; (4) create user manuals; and (5) provide graphics and illustrations to supplement written regulations.
NOW THEREFORE THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA
HEREBY Ordains as follows:
Section 1: The Chief Financial Officer is authorized to amend the Fiscal Year 2020 General Fund Budget by transferring Committed Fund Balance in the amount of Three Million Dollars and Zero Cents ($3,000,000.00) as follows:
(1) ADD TO ANTICIPATIONS
(2) ADD TO APPROPRIATIONS

Section 2: That the Chief Financial Officer is hereby authorized to transfer anticipations and appropriations as specified above in Section 1 of this Ordinance.
Section 3: All Ordinances and Resolutions in conflict herewith are hereby waived for purposes of this Ordinance only, and only to the extent of said conflict.
