***AN AMENDED RESOLUTION BY PUBLIC SAFETY AND LEGAL ADMINISTRATION COMMITTEE TO APPOINT MEMBERS TO SERVE ON THE ATLANTA PUBLIC SAFETY TRAINING CENTER COMMUNITY STAKEHOLDER ADVISORY COMMITTEE; AND FOR OTHER PURPOSES.

Body

WHEREAS, Ordinance 21-O-0367 authorized a ground lease agreement with the Atlanta Police Foundation for approximately Eighty-Five (85) acres for improvements related to public training facilities and to preserve approximately Two Hundred Sixty-Five (265) acres for greenspace within property  located  within the City of Atlanta and Dekalb County, at for a lease term not to exceed Fifty (50) years; and

 

WHEREAS, in the preamble to Ordinance 21-O-0367, it was declared that the Atlanta Police Foundation (“APF”) will regularly convene a Community Stakeholder Advisory Committee comprised of community members appointed by the Atlanta City Council and DeKalb County Commission to make recommendations around community engagement, key siting, design, and operating details; and

 

WHEREAS,  Resolution 21-R-3869 establishes  the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee to ensure that there is continued public engagement and input from the City of Atlanta, DeKalb County, the Atlanta Police Foundation, and other interested parties including but not limited to environmental and habitat conservation organizations, concerning the development of the Atlanta Public Training Facility property; and

WHEREAS, the Community Stakeholder Advisory Committee is comprised of appointees who represent governmental and public safety officials, and each of the adjacent neighborhood associations  who will  engage with the City, APF, and other interested parties including but not limited to environmental and habitat conservation organizations, over the next several months through the completion of the Atlanta Public Safety Taning Center in a thorough site plan review of all development impacts on the 85 acres, such as sound, smoke, night training activities, traffic, access, trash, loading, security, lighting, wildlife habitat, dark sky, tree canopy, native plants, as well as water quantity and quality; and

 

WHEREAS, pursuant to Resolution 21-R-3869, members of the Advisory Committee shall be appointed  by the Atlanta City Council’s Public Safety and Legal Administration Committee and shall include stakeholders from Dekalb County and the City of Atlanta.

 

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ATLANTA, GEORGIA, that the Public Safety and Legal Administration Commitee hereby appoints the  following members to serve on the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee:

BE IT FURTHER RESOLVED, that the Atlanta Police Foundation shall provide staffing and administrative support to the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee.

 

BE IT FURTHER RESOLVED, that the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee may commence meetings upon the appointment of a quorum of members by the Public Safety and Legal Administration Committee.

 

BE IT FURTHER RESOLVED, that the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee shall meet no fewer than one time per each calendar month, though the Committee may decide to meet more frequently, as determined to be necessary thereby.

 

BE IT FURTHER RESOLVED, that the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee shall terminate (sunset) upon the completion of the construction of the Atlanta Public Safety Training Center.

 

BE IT FINALLY RESOLVED, that all resolutions and parts of resolutions in conflict herewith are hereby waived to the extent of the conflict.

Chairperson Sheperd requested Resolution 21-R-4056 be removed from the Consent Agenda. Ms. Sheperd offered an Amendment to appoint Michael Fears of Norwood Manor to serve as a member of the Atlanta Public Safety Training Center Community Stakeholder Advisory Committee, as a City of Atlanta Stakeholder. It was Seconded by Council Member Smith and the Motion CARRIED Without Objection by Unanimous Consent of Council Members present (15y/0n). Subsequently, the Motion to Adopt as Amended CARRIED by a roll call vote of 15 yeas; 0 nays.
