AN ORDINANCE BY COUNCILMEMBER NATALYN MOSBY ARCHIBONG AUTHORIZING THE MAYOR, OR HIS DESIGNEE, TO INSTALL SPEED TABLES ON NORWOOD AVENUE, N.E. BETWEEN EMERY PLACE, N.E. AND COLLEGE AVENUE, N.E. AND TO WAIVE SECTION 138-84(d)(2) OF THE CODE OF ORDINANCES OF THE CITY OF ATLANTA AS IT RELATES TO VEHICULAR SPEED REQUIREMENTS; AND FOR OTHER PURPOSES.

WHEREAS, Norwood Avenue, N.E. is a residential street, located off major arterials roads (Memorial Drive, S.E. and Dekalb Avenue, N.E.), and therefore receives a high volume of cut-thru traffic; and

 

WHEREAS, speeding on Norwood Avenue, N.E. has been a concern of the neighborhood for many years; and

 

WHEREAS, Ordinance 06-O-1648 adopted by City Council on September 5, 2006 authorized the installation of a stop sign at the intersection of Norwood Avenue, N.E. and Ridgedale Road, N.E.; and

 

WHEREAS, after the installation of the aforementioned stop sign, speeding and traffic have continued to be an issue; and

 

WHEREAS, the residents agree that the installation of speed tables will significantly reduce the number of speeders in the neighborhood as well as reduce the potential for hazard and public safety risk to all residents and those visiting the area.

 

NOW THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ATLANTA as follows:

 

SECTION 1:  That the Mayor, or his designee, is authorized to install speed tables on Norwood Avenue, N.E. between Emery Place, N.E. and College Avenue, N.E. in accordance with Section 138-34 of the City of Atlanta Code of Ordinances.

 

SECTION 2:  That Section 138-24(d)(2) which states “The 85th percentile speed of traffic on such street must be at least ten miles per hour over the posted speed limit” be waived to accomplish this purpose and the Office of Transportation conduct a review of said streets to determine the most appropriate area for the speed table placement and notify the departments of Police and Fire to provide both departments the opportunity to comment.

 

SECTION 3:  That the funding for the speed tables will be identified by the Councilmember of District 5.

 

SECTION 4:  That all ordinances and parts of ordinances in conflict herewith be and the same are hereby waived in this instance only.
