AN ORDINANCE BY COUNCILMEMBER MICHAEL JULIAN BOND TO AMEND ARTICLE V DIVISION 1 SECTION 2-151 TO ESTABLISH A PUBLIC SAFETY COMPENSATION COMMISSION FOR THE ATLANTA POLICE DEPARTMENT, THE ATLANTA FIRE AND RESCUE DEPARTMENT AND THE DEPARTMENT OF CORRECTIONS FOR THE PURPOSE OF EVALUATING COMPENSATION FOR EACH DEPARTMENT; AND FOR OTHER PURPOSES.

WHEREAS, the City of Atlanta has a vested interest in adopting comprehensive compensation practices that are beneficial to all City employees; and

 

WHEREAS, it is of paramount importance that every public safety employee of the City of Atlanta know that he or she is a valued employee; and

 

WHEREAS, that compensation is an important influence on retaining talented and experience public safety personnel in the Atlanta Police Department, the Atlanta  Fire and Rescue Department and the Department of Corrections; and

 

WHEREAS, the recommendations generated by the Public Safety Compensation Commission will help the Atlanta City Council develop a long-term strategy for creating best in class employee compensation packages for all City public safety personnel; and

 

WHEREAS,  it is the desire of the Atlanta City Council to establish  a Public Safety Compensation Commission to provide recommendations to Council regarding compensation practices for the Atlanta Police Department, the Atlanta Fire and Rescue Department and Department of Corrections.

 

NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ATLANTA, GEORGIA, as follows:

 

 

 

SECTION 1: That Article V Division 1 Section 2-151 is hereby amended to state the following:

 

 

 

Public Safety Compensation Commission

 

There is hereby created a Public Safety Compensation Commission to provide recommendations to Council regarding compensation practices for the Atlanta Police Department, the Atlanta Fire and Rescue Department and Department of Corrections.

 

The Public Safety Compensation Commission shall include, but not limited to the following twelve (12) members:

·              Three (3) members appointed by the Mayor

·              One (1) member appointed by the Council President

·              One (1) compensation expert appointed by District 1, 2, 3, 4 and Post 1;

·              One (1) compensation expert appointed by Districts 5, 6, 7, 8, and Post 2;

·              One (1) compensation expert appointed by Districts 9, 10, 11, 12 and Post 3;

·              One (1) member appointed by the Atlanta Police Department Union (IBPO)

·              One (1) member appointed by the Atlanta Fire Rescue Department (IAFF)

·              One (1) member from the Atlanta Firefighter’s Pension Board;

·              One (1) member from the Atlanta Police Officer’s Pension Board;

The Commissioner of Human Resources

 

SECTION 2: The Public Safety Compensation Commission appointment is for a term of four years commencing on the date of Council confirmation and will meet every twice every quadrennial on the first and third year of the four year term. The Atlanta Department of Human Services will be responsible for staffing the meetings for the Commission.

 

SECTION 3: The Public Safety Compensation Commission will submit its recommendations to Council through the Finance/Executive Committee no later than 30 days from meeting in the first and third year of the four year term.

 

SECTION 4:  No recommendation from the Public Safety Compensation Commission will become binding on the City without the majority vote from the Atlanta City Council.

 

SECTION 5:  That all ordinances and parts of ordinances in conflict herewith are hereby repealed for purposes of this ordinance only, and only to the extent of the conflict.
