WHEREAS, there are many locational advantages that should be leveraged in order to enhance the quality of life along the Metropolitan Parkway Corridor and its geographic area which has been included in several plans including the NPU X Comprehensive Plan, the Metropolitan Parkway Redevelopment Plan and the Atlanta BeltLine Master Plan Subarea 2; and

 

WHEREAS, the BeltLine is one of the most comprehensive economic development efforts ever undertaken in the City of Atlanta and will combine greenspace, trails, transit and new development along 22 miles of historic rail segments that encircle the urban core; and

 

WHEREAS, in July 2006, the Mayor approved the Atlanta BeltLine and in March 2009, the Atlanta BeltLine Master Plan was adopted and included into the City's Comprehensive Development Plan;

 

WHEREAS, the Atlanta BeltLine Master Plan consists of ten separate sub-areas; and Sub-area 2 of the BeltLine Master Plan, known as "Heritage Communities of South Atlanta," is prutially located in NPU X and Council District 12; and

 

WHEREAS, in October 2008, Councilmember Joyce Sheperd rezoned the Capitol View and Capitol View neighborhoods along the Metropolitan Parkway corridor to Neighborhood Commercial, 9 to preserve and restore existing, traditional and pedestrian scale buildings and to encourage pedestrian flow through the design of mixed-use buildings with sidewalk level retail uses.

 

WHEREAS, the Capitol View and Capitol View Manor neighborhoods attended a meeting on June 14, 2017 and voted to initiate the Metropolitan Parkway Corridor revitalization project through a collaborative effort between the Office of Councilmember Joyce Shepherd and the City of Atlanta; and

 

WHEREAS, the initiative provided various strategies and recommendations including the rezoning of certain parcels along the Metropolitan Parkway Corridor within the Capitol View and Capitol View Manor neighborhoods to improve the urban design aesthetic of the street and to begin to change the balances of uses in the area that currently define the area; and

 

WHEREAS, further discussions with residents, property owners and other stakeholders were held on October 30, 2017 to develop more specific strategies and recommendations to address land use, zoning, urban design, transportation and the environment to promote quality growth and improve transportation while protecting adjacent existing residential neighborhoods; and

 

WHEREAS, the official zoning maps should be amended to include the properties within the Capitol View and Capitol View Manor Neighborhoods as described in this document and shown on Attachments "A and B."

 

NOW, THEREFORE, THE COUNCIL OF THE CITY OF ATLANTA, GEORGIA HEREBY

ORDAINS, as follows:

 

SECTION 1: That the 1982 City of Atlanta Zoning Ordinance be amended and the official zoning maps established in connection therewith be changed to include the properties located along the Metropolitan Parkway corridor with the designations as shown on "Attachment 'A"' and "Attachment 'B

(5:22p.m.) Councilmember Sheperd made a Motion to Reconsider Ordinance 18-O-1028. It was Seconded by Councilmember Bond and the Motion CARRIED by a roll call vote of 15 yeas; 0 nays. The item was then before Council. Following Councilmember Sheperd offered an Amendment to add to the caption in the last paragraph "And the Eastside of Metropolitan Parkway, SW for a distance of approximately 54 feet on the Eastside of Metropolitan Parkway, SW and approximately 200 feet on the side South of Shannon Drive, SW properties addressed as 1382 Metropolitan Parkway, SW in which to implement certain recommendations from various plans and studies; and for other purposes." It was Seconded by Councilmember Bond and the Sheperd Amendment CARRIED by a roll call vote of 15 yeas; 0 nays. Subsequently, the Motion to Adopt on Substitute as Amended CARRIED by a roll call vote of 14 yeas; 0 nays.
